Bidding for the temporary lease of the port of Itajaí continues. About a week after the proposal was accepted by the management of Teconnave, a member of the TiL (Terminal Investment Limited) group, those who were disqualified from the process filed appeals and even filed a complaint.
The process was pending, meaning excluded companies had a deadline to appeal the decision. ANTAQ (National Water Transport Agency) is now due to rule on the appeals by next Friday (10).
Porto’s bid excludes competition winner
MMS Empreendimentos, for example, said the disqualification of its 66,600 TEUs bid was “illegal.” Before leaving the race, she was first at the auction.
The fourth place, Livramento Holding, challenged the viability of Teconnave’s proposal, comparing its competitor’s feasibility with its own, which was rejected.
Mada Araujo, who came second in the tender process, also filed an administrative appeal and said that accepting the winner’s offer violated “free competition.”
This is based on recommendations from the TCU (Federal Audit Office) of companies controlling more than 40% of a particular market – TiL will already own more than 50% of the port complex.
Adjudication of administrative appeals will begin shortly after the filing deadline. If they are not accepted and the process continues within Teconnave’s budget, it should begin work in 2024.
