An investigation into false permits issued by two nightclubs in Florianopolis indicates that the owners of the establishments acted in good faith. According to preliminary information, the violations were committed by an accountant hired by both Ballads to keep records.
Opium, one of the venues targeted by the action, has reopened this Friday (31st) after providing genuine releases to Procon. According to the department, despite the fact that the accountant submitted incorrect documentation, the institution has already received a license. Blues Velvet remained banned this Friday afternoon (1st).

The document disputed by the investigation was submitted to state bodies. It is used to indicate if venues are safe for events, contains information such as engineering design and military firefighters’ permits.
Last Wednesday (30) the State Civil Police Office for the Inspection of Games, Public Entertainment and Controlled Products found that the documentation of the two institutions was false. The Procon of Florianopolis then decided to suspend operations.
“The facts show that the owners acted in good faith. They provided the investigation with emails and messages exchanged with the contracting company. A specialized person who would forge permits,” said Delegated Police Chief Gustavo Kremer.
The name of the specialist who could falsify the documentation is not reported.
Balada had a genuine license, but a false document was presented.
The Opium store, located in downtown Florianopolis, reopened this Thursday. The house has a genuine operating license issued by military firefighters, however, according to the delegate, the outsourcing company provided a false document.
“We have all the correct documents, and Prokon issued an administrative order to resume operations, since our license was always in order (since 2022/23 and 2023/24). We always take the necessary measures to safely and continuously serve our customers,” the institution said in a statement.
Gil Ines, owner of Blues Velvet, said the situation should return to normal as early as this Friday.
The civil police are conducting two procedures that investigate administrative and criminal liability for counterfeiting.
