Mayor Adriano Silva (NOVO) vetoed a draft supplementary law that threatened industrial estates located in the Paranaguamirim area, a region with the promise of great economic potential for the southern zone of Joinville in northern Santa Catarina.

Bill 11/2022 is sponsored by Mauricio Peixer (PL), Claudio Aragao (MDB), Adilson Girardi (MDB), Diego Machado (PSDB), Kiko do Restaurante (PSD) and Pastor Asendino Batista (PSD).

The proposal envisages a change that in practice would mean the conversion of areas that today are exclusively intended for the location of industrial enterprises into residential buildings.

According to the head of the municipality, this change will cause direct damage to the location of industrial enterprises in the region, since residential areas are more sensitive to noise and mobility problems. According to the mayor’s office, the industrial areas of large cities such as Sao Paulo have already registered many losses in similar situations. That is, enterprises left the city due to a conflict with residential areas.

In the city council, the project was analyzed at a joint meeting of sectoral public chambers of territorial planning and regional integration and urban mobility, where they unanimously voted against the project.

The position, contrary to the bill 11/2022, was supported at the regular meeting of the city council with 45 votes in favor of maintaining the industrial zoning.

Despite this, the project continued its development in the House of Councilors of Joinville, where it was approved by the commissions and voted in the plenary session of the Legislative Chamber.

Ultimately, the Department of Research and Urban Planning and the Attorney General of the city of Joinville also opposed the sanction of the law.

For this reason, on January 6, Mayor Adriano Silva vetoed the draft supplementary bill and informed the Joinville City Council that the zoning would be retained as Sector Special de Interest Industrial SE-06.

The decision also takes into account that industry is the sector with the most vacancies in Joinville. Thus, maintaining zoning is also a way to protect vacancies.

In a conversation with one of the authors, Mauricio Peixer explained that there is an old area that will be an industrial area with access roads. But according to him, these streets have not gone anywhere and the place has been stopped. The offer was to be a mixed residence and services such as bakeries. In addition to industry opportunities.

Peixer also explained that because of this difficulty with mobility, many large companies did not give more positive signals to settle in this place.

The veto will return to be overturned by the Joinville City Council. The return to work will take place in the first week of February 2022.
