The Chamber of Deputies is considering a bill establishing rules for the protection of victims in cases of sexual harassment and harassment occurring in football stadiums.

The text was presented by MP Samia Bomfim (Psol-SP). According to her, the Fans’ Charter already obliges clubs and organizations to guarantee the safety of fans, but there is still no provision guaranteeing special treatment for cases of harassment and harassment.
“The cases are not limited to female fans, and female reporters often find themselves in a vulnerable position when reporting in stadiums,” explains Samia.
According to the proposal, the prevention of cases of sexual violence against women in stadiums is the responsibility of the government, confederations, federations, leagues, clubs, associations and entertainment organizations, whether fans or directors.
“There are several episodes when criminals are not afraid to commit offenses, given the lack of channels and legal apparatus that hold them accountable and protect victims,” the parliamentarian adds.
What does the project say?
The project provides fans with support in cases of investigation and reporting of harassment and sexual harassment that has taken place in stadiums.
To do this, the game control organization and its managers must provide fans with support and information to encourage complaints so that cases are resolved even during the match.
In addition, the text establishes the obligation of the entity responsible for the game to resolve complaints addressed to the support service as soon as possible, as well as to report them to the women’s protection and protection authorities.
The organization responsible for the organization of the competition and the corresponding organized crowd should also help in identifying the offender.
The proposal will be subject to final review by the Sports Commissions; for the protection of women’s rights; and Constitution and Justice and Citizenship.
