In 2020, the health crisis has shifted the focus of healthcare spending. However, after the loss of investment in the education sector in 2021, there was the biggest jump in funds.

Since the start of the pandemic, how many times have you had to recalculate plans? Like many home improvement individuals and families, the state government sets out in a document at the end of each year plans and goals for the use of public money. This document is issued in the form of a law called the Budget Guidelines Act (LDO). Anyone who has read the LDO scheduled for 2020 could never have imagined what would happen next. The dizzying rise in health-related demands is due to the spread of an entirely new disease: Covid-19. Materials for use in hospitals, expansion of service capacity, increase in staff and demand for work. All this appeared in March 2020 and required the government to change its spending behavior.

TOTAL COLLECTED In 2021

In the first year of the pandemic, an emergency decree passed in March 2020 allowed some of the proceeds to go towards emergency action to combat and prevent Covid-19. This year, the government has used 573,144,196.36 reais of state cash for activities directly related to the pandemic. But in absolute terms, the increase in health spending between 2019 and 2020 amounted to almost one billion reais.

In 2021, knowing the needs associated with the disease, the state is more likely to organize itself, but even so, it is facing one of the worst moments in the history of public health. It has been a year of rising numbers of deaths from infected people, demanding a lot from medical teams across the country. The dynamics changed throughout the year, in 2021 the process of vaccinating the population and resuming activities also began.

In terms of healthcare, an amount of 4.9 billion reais was allocated to various investments in care systems and hospitals, up 14.32% from the previous year. Health care spending has risen over the past year, especially with the advent of the pandemic, the portfolio that has experienced the most positive developments.

From 2019 to 2021, almost 1.5 billion reais were invested plus investments.

After losing BRL 200 million from the budget, education is the area with the highest value allocated in 2021.

With the unexpected panorama of the pandemic, it is possible to understand a little about how government spending has been carried out over the past two years. In 2020, due to health emergencies, the focus is on healthcare spending, and some departments have lost some money by returning investments in 2021. In the case of formation between 2019 and 2020, there was a reduction of 200 million reais. The deadliest year of the pandemic, 2021 also saw the resumption of in-person events and the return of claims that had been halted by the government. Last year, the Ministry of Education spent 17.6% of the amount collected during the year. The transfer from the state government to education amounted to 7.7 billion reais, the largest in the history of Santa Catarina. Resources were directed towards scholarships, unit renovations, and professional development.

The portfolio that increased the most in terms of spending was transport, R$854,889,096.21. The value almost doubled from the previous year, up 67.71%. Much of this value is earmarked for investments in ports, highways, railways and urbanization.

The transition of the twelfth to powers will exceed inflation in 2021

Even with the change in spending profile imposed by the pandemic, something has not changed: the transfer of a twelfth of the remaining powers with a percentage of 21.88%. In 2021, with an increase in revenue, these capacities received amounts that exceeded the inflation of the period. The twelfth is a fixed percentage that is transferred to five autonomous bodies, namely: TJSC (Court of Santa Catarina), Alesc (Legislative Assembly of Santa Catarina), MPSC (State Ministry of Santa Catarina), Udesc (University of the State of Santa Catarina) and TCE (State Accounting Office). With a share of 21.88% of the staff collection, the agencies received in aggregate more than 7.3 billion reais in 2021, which is 13.6% more than the previous year, which is even higher than the rate of inflation that closed 2021 at 10.06%.
