This Wednesday (22) morning, at a ceremonial meeting in Alyeska (Legislative Assembly of Santa Catarina), a report was presented on the activities of the working group to improve safety in Santa Catarina schools. The group was formed following two episodes of attacks on schools in the state.

At the ceremony in Alyeska, 10 proposals were presented, which, if approved by the state parliament, will then be approved by Governor Jorginho Mello (Poland). In addition, the creation of Integra (Integrated Committee for Citizenship and Peace in Schools) will be initiated.

According to the coordinator of the Conseg (Integrated Committee for School Security), state deputy Mauro De Nadal, the presentation of the review of the working group, as well as new security measures, is fundamental for education in Santa Catarina. These measures are aimed at mitigating the effects of violence in the school environment.

“The program is unprecedented in Santa Catarina, in which it will combine more than ten bills with the participation of several organizations and is applicable to public and private educational institutions in the state,” comments the deputy.

At the same time, the parliamentarian emphasizes that the presentation of this report consolidates the first stage developed by the working group, which does not bring joy, but is extremely necessary. De Nadal cites two attacks on educational institutions in the state.

“It is not a pleasure for us to present this report because behind all this there is a lot of pain, sadness and despair due to what the family members suffered as a result of the violent episodes in Saudades and Blumenau,” he notes.

The group’s work provided an overview of the activities and meetings held prior to the creation of the bills presented at the Alyeska ceremony. The first meeting took place on April 11 this year.

Six public hearings also took place in the macro-regions of Santa Catarina: Alto Vale do Itajaí, the north of the state, Serra Catarinense, Greater Florianópolis, the south of the state and Greater Florianópolis.

All this work, supplemented by public meetings and hearings, resulted in the development of ten bills that must be submitted to Alesku for consideration and approval.

1 – Creation of a State system for monitoring, monitoring and managing actions to combat violence in schools

The system consists of a data collection, storage and analysis platform that includes geospatial mapping to visualize areas with the highest levels of violence.

Its goal is to unite institutions to effectively combat violence in the school environment.

2 – Regulates the preparation and implementation of the Educational Action Plan in the event of serious threats to life in all schools.

This action aims to prepare school management for possible serious threats to life in Santa Catarina schools. Educational units of all levels and modalities must develop and implement a plan within one year.

It is worth noting that when preparing an emergency plan, it is necessary to define procedures in case of serious threats to life, such as natural disasters, public health crises, security incidents, and others.

3 – Establishes the creation of the Power Forum in Santa Catarina.

The main purpose of creating this forum is to adapt university education to the educational guidelines of the Basic Curriculum for pre-school, primary and secondary education. In practice, the subject “Political Education and Citizens’ Rights” will be included.

4 – Create Conviva (Policy for Coexistence in the School Environment)

This project establishes that every class must have a student mediator. This young man will be a multiplier of good deeds among the students of Santa Catarina.

Moreover, in addition to the student, there will also be a teacher-mentor, who will be chosen by the teaching staff of the educational institution. This professional will work on this topic 25 hours per week, with the remaining 15 hours engaged in the normal teaching routine.

5 – Creates an interdisciplinary coexistence team focused on governance Plin (Comprehensive Plan for Citizenship and Global Governance in Schools).

It involves the creation of a multidisciplinary team consisting of at least one psychologist, educational coordinator, social worker, community educator and security manager (a paid reserve police officer).

It is proposed that for every ten educational units, the Regional Education Coordination should have a paid reserve police officer in its structure.

6 – Provides for the establishment of a teacher training school program in Santa Catarina.

This proposal provides all Santa Catarina teachers with the opportunity to complete in-person anti-violence teacher training. In addition to offering teacher action items for educators’ mental health, engagement, and emotional well-being.

In addition, there is a proposal to create two divisions: one in the coastal region and the other between Oeste and Serra Catarinense. With a four-year time frame to create the physical space and create a program maintenance policy.

7 – Creates a Special Secretariat for Citizenship and Culture of Peace.

The body will be directly linked to the office of the Governor of Santa Catarina. The portfolio’s responsibilities include protecting victims, addressing situations of conflict and violence, protecting the rights of citizens, preserving human rights and guaranteeing individual and collective freedoms.

8 – Establishes the “Agents of Peace” program in the Special Secretariat for Citizenship and Cultures of Peace.

The proposal is to educate and involve all citizens of Santa Catarina in promoting a culture of peace in the schools of the state through educational activities. It is worth noting that anyone can take part if they meet certain requirements.

9 – Installation of CCTV cameras in schools

Establishes the mandatory installation of CCTV cameras in all public and private schools in Santa Catarina, expanding Law No. 18,643/2023, which is already provided for public schools.

The equipment will be installed in common areas such as hallways, entryways and cafeterias. In addition, the school, integrated with the Military Police Intelligence Center, will be monitored to improve monitoring, prevention and response measures.

10 – Regulates access control in basic education schools in Santa Catarina.

The proposal states that public and private schools must control access to school premises. Entrances to school premises will be blocked after classes begin.

The text also stipulates that third parties can only access the school block after prior identification via an intercom.

The event in Aleska was attended by all state deputies, as well as representatives of bodies that are part of the Comseg Escolar (which was renamed Integra), such as the Ministry of Justice, the Court, the Military Police, the State Secretariat of Education, Fecam, Civil Defense, UFSC and others .
