The former General Delegate of the Civil Police of the Federal District, Robson Candido, was preventively arrested this Saturday morning (4) on charges of using a corporate structure to harass a woman with whom he had a romantic relationship.

The arrest was requested by NCAP (Nuclear Investigation and External Control of Police) prosecutors, with the support of GAECO (Special Action Group against Organized Crime) and CI (Intelligence Centre) and authorized by the Court of Internal Affairs and Internal Affairs. Robson Candido allegedly used COGNYTE, a company hired by civilian police to provide intelligence services, to illegally insert a victim’s phone number into an ongoing wiretap investigation into drug trafficking. This way, he will have access to the woman’s conversations and location in real time through the VIGIA software used by police to track suspects.

Moreover, the former General Delegate would use unmarked vehicles, company cell phones, and company vehicles to harass and intimidate the victim, committing crimes such as stalking and psychological abuse. He could also get help from the head of the 19th police station (DP) in Seilandia, Thiago Peralva Barbie, who was also the subject of search and arrest warrants this morning.

The operation that led to Robeson’s arrest was dubbed Operation Vigia by prosecutors after the surveillance program carried out on the former general’s ex-girlfriend. The investigation began following news that a delegate had been sacked in August this year due to alleged recruiting irregularities at the company.

The detected elements indicate the presence of crimes related to illegal wiretapping, passive corruption, violation of functional secrecy, hacking of a computer device and failure to comply with urgent security measures.

Speaking to the Correio Brasiliense website, lawyer Kleber Lopez, who represents Robson, said he was following the case but did not yet have all the information. He will file a petition for habeas corpus to reduce his sentence on Monday, when the weekend shift ends and the natural judge in the case evaluates the defense arguments.

Robeson was suspended on October 2 following a denunciation. The civilian police announced their retirement, as stated in a publication in the Official Gazette of the Federal District dated October 17.

He has commanded the security forces since 2019. This position was filled by delegate José Veric de Carvalho.
