The prediction was made by Fiesc engineer and consultant Ricardo Saporiti in a study commissioned by the federation, in which he highlighted the entire work.

The concessionaire Arteris, which provides services, does not confirm the change in terms and maintains the forecast for December 2023.

He says that he still needs to analyze the study and find out the schedules of the company that will take over the work of Azevedo & Travassos, whose contract has been terminated.

Azevedo & Travassos was responsible for 9.6 kilometers of work on the contour and the termination was due to non-compliance with labor obligations, which caused protests from workers.

Arteris says it paid out BRL 2.5 million in overdue wages left behind by the outsourcing company, incurred other expenses after more than 200 layoffs, and can afford another 700.

And he claims that the Fiesc consultant didn’t even consider the termination of the partnership with Azevedo & Travassos in his study, but aspects such as the usual rainy season at the end of the year in southern Brazil.

“In winter, we will face the rainy season here in the region, and this will hurt the development of services. I did and redid the calculations and came to the conclusion that Arteris, in my opinion, should be fully completed by the end of the 1st half of 2024. But in reality, I came to this conclusion,” Saporiti said.

Critical points

According to the engineer’s calculations, four roads are likely to delay work: the BR-101 North intersection; intersection with BR-282; intersection with BR-101 South and implantation, paving and special artwork between BR 282 and 101. Termination with Azevedo & Travassos who worked on one of the points considered critical.

“It is very important that society follow us. We are talking about a very important variable for the industrial sector, which is suffering greatly due to the loss of competitiveness,” he said.

Unreliable roads hurt industry productivity, Aguiar concludes.

Fiesc President Mario Cesar de Aguiar notes that transport infrastructure is an important component of logistics and a determining factor in the competitiveness of companies.

“It is nothing new that our insecurity in terms of road transport is hurting the productivity of Santa Catarina’s industry. We are the second most competitive state in Brazil, one thousandth behind Sao Paulo, and of course, if we had a more adequate transportation structure, Santa Catarina would have the most competitive industry in Brazil.”

Arteris does not confirm the timing change. Arteris director of southern operations, Antonio César Ribas Sass, said the company will talk to engineer Saporiti to understand the methodology being used.

He thanked for the study, but did not confirm the change to the completion date for the 1st half of 2024, as indicated in the study.

“In our schedule from January to June, we have always had better execution than expected. The departure of Azevedo & Travassos caused us some concern. But the idea is to look for companies that do other work with us, including finishing work within 50 kilometers of the contour,” Sass said.

According to him, almost 83% of the work has been completed so far. In the southern part of A, two points must be attacked at once.

Once Arteris receives schedules and offers from companies competing to replace Azevedo & Travassos, who can work more shifts, Arteris will update the schedule and release information on how the work is progressing, Ribas said.

“The idea is to contract 400 meters immediately, in one or two weeks, so as not to miss the dry period that we have,” he stressed.
