This April, work on the Contorno Viário da Grande Florianópolis has eight critical points that cast doubt on the completion of the project by December 2023, as scheduled by Arteris Litoral Sul, the concessionaire that manages the highway.
The analysis is the result of a study commissioned by Senator Esperidian Amin (PR). The team studied development progress with aerial photographs taken over the past 5 days.
This is the 35th report on Contorno Viario commissioned by the senator’s team. “After years of monitoring and reporting, commitment to the schedule can now be determined,” praises Amin.
According to the concessionaire, 73.45% of the entire work is already off the drawing board. The company recognizes four overdue sites. The remaining sections, according to the analysis of Arteris Litoral Sul, are ahead of schedule or in line with the expected implementation of the project. The senator’s report identified four other critical points.
One of the biggest delays noted by Arteris Litoral Sul is the construction of the second of four tunnels envisaged in the Contorno Viário project, which passes through the municipalities of Palos, San Pedro de Alcantara and Santo Amaro da Imperatriz. By that time, about 54.49% of the site had been completed.
For December delivery, about 62.35% of the stretch marks should have left the drawing board by now. Currently, teams are excavating and preparing for the secondary lining of the southern entrance. “The work was delayed by a watercourse problem, but it was solved with the help of technology,” emphasizes a study conducted by the senator’s team.
There has also been some delay in the progress of work on the first and third tunnels at Palos and Santo Amaro da Imperatriz, respectively; and at the southern intersection with BR-101. The delayed sites are located in the southern part of the work.
Study acknowledges other critical passages
In addition to the aforementioned sites recognized as delayed by Arteris Litoral Sul, four other points of delay are noted in the report. Among them are interchanges BR-101 South and BR-282, sections that intersect Contorno Viário with federal highways.
In the first, about 27.7% of the work was on paper – in an ideal scenario, 91.7% should already be ready, the study emphasizes. In the second one, 48.8% has already been completed against 75.2% envisaged by the schedule. “Work began cautiously only in August 2022,” the report emphasizes.
At BR-101 South, a major development took place last week – post-analysis of the report – with the completion of the launch of 10 stringer beams on one of the interchange viaducts, Arteris said.
Regarding the interchange between Contorno Viário and BR-282, Arteris notes that “traffic on the federal highway in the area of Alto Aririú, in Palhoça, towards the mountains, this week will be diverted to the viaduct built at the 18th kilometer of the federal highway. highway, and work has since begun on the loops and spurs of the Cloverleaf Road Project, which will allow motorists access to the Florianopolis Road loop once the work has been approved.”
The study also identifies critical sections where work began late, such as the BR-101 Sever crossing, the fourth tunnel, and the construction of a stop and rest facility for truck drivers.
With regard to the tunnels, the concessionaire indicates that the civil works in Tunnel 4 have already been completed. “In tunnels 1 and 3, the convergence of work fronts along two traffic lanes has already been recorded. Underground excavations are underway in tunnel 2,” he notes.

Construction of the Florianopolis bypass began in 2008. It will be a 50 km high-speed corridor crossing San José, Biguaça, Palos, Santo Amaro da Imperatriz, San Pedro de Alcantara, António Carlos and Governor Celso Ramos.
The enterprise will have a double lane, six interchanges, four double tunnels, seven bridges and more than 20 sidings. Six bridges, nine sidings, two full-fledged interchanges and 31 km of paving have already been built.
“Arteris Litoral Sul emphasizes that the Greater Florianopolis road contour is a priority for the concessionaire, which is working towards completion in December 2023. March data shows that 73% of the highway is completed,” the company said in a statement.
