The Lar Legal program granted 230 property rights to the residents of Tapera in the southern district of the capital Santa Catarina on Wednesday evening (14). This is the second delivery in the area. The first was in December, and 1331 families took advantage of it. The initiative comes from the judiciary of Santa Catarina.
Many families have lived there for years, bought land and built houses, but are still not considered legal owners. The action is aimed specifically at legalizing property rights for needy families living in subdivisions or communities without financial conditions, consolidated, outside the protected area and without access to regularization.
Retired military Jose Paulo Pereira could not contain his emotions, having received this title. “I understood, finally I got proof that my house, that my land is a document of dignity,” he said.
Tania Leticia Szeemann da Luz, born in Costeira 50 years ago and living in Tapera for 20 years, also received this title. “In practice, everything changes, because it values the land, the house, the community as a whole, now I can get funding, now I can say that the land is really mine.” With regularization, families can finance, negotiate or invest in real estate.
“To send justice means to give to everyone what belongs to him,” said the President of the Court, Judge Joao Enrique Blasi. “What you get today is not just a piece of paper, but a notarized act that guarantees legal security and citizenship.” The judge also praised the initiative of the community, which, together with the judiciary and the mayor’s office, mobilized to make land settlement possible in the region.
Florianopolis Mayor Topazio Neto said “the court has created an efficient and fast process to give dignity to families in cooperation with the mayor’s office.” The court’s decision to settle the division of Taper was made in 29 days.

In 2020, Lar Legal delivered 2,700 items to Santa Catarina. In 2021, there were 4,500, and this year more than 3,000 families received benefits.
Altogether, this initiative has changed the lives of almost 30,000 families in Santa Catarina since its inception, and has also been replicated in Paraná, Mato Grosso do Sul and Piauí. The state courts of Minas Gerais and Bahia also want to join the program.
Who can participate?
Household must have been in an area with a significant population density, with a network of roads and at least two urban infrastructure facilities (storm sewer, domestic sewer, water supply, electricity supply, municipal cleaning, solid waste collection and disposal) five years ago.
The region must also be recognized by the mayor’s office and the association of residents. Residents living in environmental risk areas and permanent conservation areas are not eligible to participate.
