In the eastern areas of Florianopolis, the current limit is 2 floors per building.

The Minister for Mobility and Urban Planning of the Capital, Michel Mittmann, notes that the current model of a low-density municipality is one of the main problems in issues such as land costs, urban mobility, environmental conservation and capillary basic sanitation.

This is because the population is not dispersed across Santa Catarina and is concentrated in small points, which means there is no communication between neighborhoods and an increase in infrastructure costs.

For the President of the Barra da Lagoa Public Council, Gilson Manoel Bittencourt, this verticalization and the resulting population density is a “necessary evil” but it must be fought.

“When I was 18, there were 16 houses on my street, today there are 120. There is not enough inspection structure that could support this General Plan,” he emphasizes.

“It is not possible to make a proposal to increase the floors, for example, if the infrastructure is outdated. What has already burst will burst, it is necessary to analyze this supporting ability for any changes. Today, the territory can’t take it anymore, it’s dying,” says Perez, who was once an adviser to the capital.

He admits that the idea of ​​compacting Santa Catarina is the right proposition, but that before increasing this figure, “it is necessary to prove that the regions are underused and what they are. The city of Florianopolis is one of the most segregated, and if you encourage densification without thinking about the social, it will lead to even more marginalization.”

According to Ipuf (Florianópolis City Planning Institute), the density of a city directly affects the infrastructure costs of a municipality, and the higher the density, the lower the cost of implementing infrastructure per household.

“Example: we need to build a square, but there is nothing left of public areas in these places. So all the stimuli, the central factors are directed to create this. It is an opportunity to take and create a connecting street, paid for by the enterprise, which, based on incentives, benefits society. And on this connecting street, I can create a public garden, a public garden,” emphasizes Mittmann.

Water and sanitation

“In the areas of Prainha, Torcuato, Fortaleza da Barra, there is no sewerage system. To solve this problem, he would have to enable basic sanitation and limit the evolution of more houses. And they could only grow if the city had a well-planned sanitation system,” says Barra da Lagoa Community Council President Gilson Manoel Bittencourt.

As a counterargument, Secretary Michel Mittmann explains that the island has the largest possible body of water for sewage treatment: the sea.

“We have the ability to treat wastewater for as long as you want, it just depends on how much you put into it. What exactly goes into the cycle: if we don’t produce economically in order to invest, we will always be left behind. We want to provide businesses that pay the bills because no one pays the bills today.”

In the “northeast” of the island, the largest area of ​​the municipality requires “double care”.

The area of ​​São João do Rio Vermelho surrounding the Lagoa region is classified on some maps of the regions of Florianópolis as part of the east of the island.

Since there is no official division into the mayor’s office, the largest district of the city in terms of territory can be understood as a site contemplating the “northeast” of the Capital.

The Metropolitan Secretary for Mobility and Urban Planning, Michel Mittmann, lists the place as one of the beneficiaries of population density.

“There are 65,000 people who need to look for work in other parts of the city, take plugs every day, because there is no minimum economic opportunity in the neighborhood. Today it is impossible to build a hotel that can move the economy more. This opportunity will reduce traffic, improve active mobility throughout the city, and we will be able to implement good infrastructure,” says the secretary.

But the densification is a factor that worries the residents, represented by Amorv (Association of the Residents of Rio Vermelho). President Daniel Lindomar Generosa, known as Rone, notes that extra caution is needed.

“We have the largest forest park in the city, the largest beach in a very well-preserved annex. This is where Lagoa da Conceição is born. Rivers, springs and mainly the city’s largest aquifer that feeds the east and north of Santa Catarina. It is only fair that they are starting to look at Rio Vermelho with different eyes,” the community leader understands.
