The Eastern Region of Florianopolis consists of three districts: Lagoa da Conceicao, Barra da Lagoa and Costa da Lagoa. Since this is the part of the city with the largest percentage of protected areas, concern for the environment is the leitmotif of discussions in the region.

However, despite the area’s beauty and importance, residents have long faced a number of environmental and structural challenges. Lack of attention and investment in infrastructure is one cause for concern.

Space management, basic sanitation and urban mobility are major complaints from residents in an area that generally has a very high demand for real estate.

However, population growth in the districts is not occurring in a sustainable manner, leading to

structural problems and irregular occupations, which further contribute to the pollution of the area. According to Ipuf (Florianópolis Urban Planning Institute) data and estimates, the total population of the three districts is predicted to exceed 23,000 in 2023, up from about 14,000 in 2000.

Thus, structural order and urban reorganization are also one of the main arguments of the mayor’s office in justifying the revision of the Master Plan.

However, on the eve of public hearings, doubts between the government and residents have yet to be cleared up.

Michel Mittmann, secretary of urban planning for the capital, justifies this by saying that “public consultations are designed to explain and present everything to the population. It just has to happen.”

The President of AmoLagoa (Association of the Residents of Lagoa da Conceição), Bruno Negri, points to the need for good communication between the municipality and the population as a fundamental part of the process.

“In addition to talking about it well, it needs to be talked about well,” he says.

Regarding the details of the proposals in the plan, the secretary categorizes two types of laws: the most “stuck”, with a few topics that require a change in the bureaucracy, and the more “liberal”, which have only the main topics for details. can be discussed and added later.

Therefore, the presented plan is more flexible. According to him, “the most efficient, smart and environmentally correct cities are precisely those that, in the second case, are able to regulate and organize what can be done. It is necessary to clarify what are the criteria for the population to feel safe and not depend on such strict regulation.”
