The businessman and former federal deputy said that the state is abandoning infrastructure to education. He preached a twelfth transfer reduction and questioned the lack of transparency in tax-exempt companies.

Away from politics since he ended his term as federal deputy four years ago, Boira said he returned because he noticed a state of dereliction in Santa Catarina that would be seen in a drop in economic production.

“We have built a state with diversified production and distributed it throughout our territory. Through the efforts of all the inhabitants of Santa Catarina, descendants and present, we have built this state wisely. Now it seems that the people of Santa Catarina can no longer progress, improve their lives. And the state is not doing its job,” he complained.

According to Boira, industry, trade and agriculture contributed, but the state did not cooperate. The pedestrian said that the main points of growth are professional qualifications and investment in education.

In his opinion, the state should welcome children from kindergarten, but mainly invest in more care today in the state of Santa Catarina, that is, youth in high school, since last year, for example, 66,000 young people dropped out of school. school.

“This means that one in four students dropped out of school, 25% of our high school students,” commented Boeira, recalling that he started this discussion with the deans of federal and state educational institutions and the Acafe (Associação Catarinense of Educational Foundations) system. ).

Reduction of the Twelfth

Boira warned in ND Notícias that if elected, he would guarantee a minimum income to allow high school students to continue in schools. Asked where he would get the resources to ensure this sound investment in education, the candidate said that one alternative would be to reduce the transfer of the twelfth of net current income that goes to the legislature, judiciary and autonomous bodies, which is 21.88%.

“Today, in the state of Santa Catarina, this is 21.88% of the collection, in Parana – 18.6%, and in Rio Grande do Sul – 10%. I don’t want to make this discussion here in a hurry. From the moment we take over the government, I will be calling the deputies of the state, because it is the deputies who must make this decision annually, ”he stressed.

Campaign without Fundão

Boeira said in ND Notícias that he voted against and does not use the Electoral Fund or party fund in the campaign. “I campaign Fundão without money, I campaign Franciscans. My driver is my brother-in-law, we don’t have a big campaign structure, although I travel all over the state,” he assured.

“What I got in life, I got working with my companies, I have nothing that would discredit my behavior throughout my life,” the PDT candidate said.

The candidate guarantees that he has waived his parliamentary privileges

Paulo Alceu asked Boira about the change in his assets, because when he was elected for the first time, he declared about 600 thousand reais, and now, as a candidate for the state government, he declared assets of about reais. 6 million.

“I am a metalworking entrepreneur. I started small as a micro-entrepreneur and with the support of my wife, my family, during these 44 years as a businessman, we run these companies with the support of over a thousand supporters. So I come from industry, my place is in a factory, I am not a professional politician,” he replied.

He recalled that during his 16-year term as a federal deputy, he decided to forego benefits offered to parliamentarians, such as car rental and meals, in addition to relocation assistance.

“I learned from my mother who used to say, ‘My son never takes him anywhere and never brings home anything that doesn’t belong to you,’” he said, emphasizing that he had stepped down from his parliamentary resignation.

Transparency in tax exemption

PDT’s state government candidate said he was open to corporate tax breaks, but questioned transparency. According to him, in the budget of 45 billion reais, 33%, that is, 15 billion reais, is intended for tax exemption.

Boeira offers a project that creates indicators for companies. If a particular company does not achieve two years in a row or three years in a row, it loses an advantage.

There is a much bigger problem with tax exemptions, Boira said, namely a lack of transparency.

“Currently, there is no transparency in this tax exemption as to who earns more and who earns less. The only source that I got when studying the entire state budget is that 80% of this amount falls on 2% of companies. Who is, who is not, who receives, who does not. By the way, I can find out the Union’s budget. Here in the state budget, I cannot do this,” he said.

For the party of presidential candidate Ciro Gomes, Boeira objected to the possibility of a runoff between Luiz Inácio Lula da Silva (Portugal) and Jair Bolsonaro (PL). “Ciro will arrive in the second round.”
