The meeting of the Urusanga city council, which may include the impeachment of Mayor Luis Gustavo Cansilla, is scheduled for this Wednesday from 9 am. The Legislative Presidium confirmed the date set by the Parliamentary Commission of Inquiry, CIP, after a meeting between members. There was one vote against the schedule.
The CIP is made up of three members: the president is adviser Fabiano de Bona from the PSDB, rapporteur Louan Varnier from the MDB, and member Odivaldo Bonetti Jr., or Bonetinho, from the PP.
Two-thirds of the votes, i.e. six of the nine councillors, are needed to cancel the mayor’s mandate.
According to the CIP rapporteur, Counselor Louane Varnier (MDB), the session should follow a rite of passage with a report, a defense and a vote.
“My opinion, which is 21 pages long, will be read out, after which the other advisers will have 15 minutes to speak if they wish. Then there will be two hours of closing arguments in defense of the mayor. After all these procedures, voting on the preliminary results and on the merits of the final opinion of the CIP will begin,” the adviser explained. “Other procedural documents that are present in the CIP process may also be read.”
If the result of the vote is to remove the mayor in an extraordinary session, the decision will be communicated to the Regional Electoral Court, TRE/SC, who will provide the necessary directions for the removal.
The federal public ministry condemned the mayor of Urusanga; along with ten other people after investigations related to Operation Benedetta, which began in May last year.
The operation mainly investigated contracts signed between the City Hall and the Caixa Econômica Federal to pave the streets across Finisa. The Regional Court of the 4th district of Porto Alegre accepted the complaint and the process is ongoing in court. The mayor was removed from office for a year. The return took place on June 15 this year.
