Following the removal of Urusanga Mayor Gustavo Cancille (PP) on May 20, 2021, and with Vice Mayor Jair Nandi’s (PSD) access to the leadership of the executive branch, Andrés Baldassar dos Santos took over the strategic portfolio of head of cabinet and secretary of the Administration. Cansille was fired in 2021 on suspicion of violations committed in public administration and investigated by the federal police in the so-called Operation Benedetta. On June 14, he returned to his post on the basis of an injunction from an off-duty Federal Court.

On the same day that Canchelier returned, opposition advisers submitted a new request for a CPI that could lead to the mayor’s removal of the mandate. Bo said the conversations could have been used by people she named to the police when she filed her complaint, but whose names she does not release to the press because she does not have immunity. He adds that disclosure of the details of these conversations could have been used during a meeting of one of the standing committees of the Urusanga City Council.
