Minister of Health Nicia Trindade has formalized two measures aimed at a major financial contribution to SRT (inpatient curative services) and Caps (psycho-social care centres).
In total, the investments provided by the ministry to the states will amount to 414 million reais in one year. As a result, the Raps (Psychosocial Assistance Network) budget for the remainder of 2023 exceeds R$ 200 million.
The announcement was made during the 17th National Health Conference, which runs until next Wednesday (5th) in Brasilia. The event brings together representatives of civil society, organizations and social movements to discuss priority issues in the public health system, including mental health.
27% budget increase
The announced amount represents a 27% increase in the network’s budget to increase mental health services in the Unified Health System (SUS).
The transfer will be directed to a total of 2855 Caps and 870 SRTs existing in the country.
According to the ministry, funding for all institutions will be reallocated, and resources will be included in the medium and high complexity financial limits of states, the Federal District, and municipalities with qualified units.

Nisia recalled that during the preparatory meetings for the national conference, states and municipalities had reached a consensus on two issues: strengthening the SUS and democracy.
“In this context, mental health has a special place,” the Minister of Health stressed, citing the setbacks and what she herself described as denial that have emerged in the country over the past few years.
“Ignoring the suffering exacerbated by the Covid-19 pandemic. The mental health agenda is now being discussed around the world. It’s not just about the impact of the pandemic,” he adds.
“This has a lot to do with the loneliness with which people live today, with the growing individualism that often manifests itself in the complexity of social relationships, in what is now called the toxic effect of communicating only through social networks,” he concludes. minister.
